KPFF is currently providing prime consulting services for the Rail-Truck Transload Facility project at the Spokane International Airport. This project began in 2017 with Phase 1 called the Trunk Rail Extension and Grade Crossing. Through the course of design and construction for Phase 1, KPFF provided planning and concept development for Phase 2 called the Rail-Truck Transload Facility. The concept study provided the Airport with the technical support to apply for and secure federal grant funding for Phase 2.
Phase 1 – Trunk Rail Extension and Grade Crossing:
KPFF served as the prime consultant for the planning, design, and permitting of a new rail spur to serve and attract industrial development on surplus Airport-owned land. The new rail spur connects to a County-owned rail spur and extends on to undeveloped land. KPFF provided Project Management, Track and Civil Engineering and Construction Management for the project which includes new rail spur design, a new at-grade crossing at a County-owned right-of-way and the associated permitting with the Washington State Utilities and Transportation Commission, utility design to protect and/or relocate existing infrastructure within the new railway right-of-way, and stormwater and drainage design. Phase 1 was completed through funding provided by the State Legislature and was required to adhere to State construction inspection and approval as a result of the grant. The Airport required construction services to follow State Prevailing Wage requirements. During construction, KPFF supported this requirement through pay application review and wage interviews of contractors and labors.
Phase 2 – Rail-Truck Transload Facility: KPFF has begun work in the planning, permitting, and design of the Rail-Truck Transload Facility. The Facility includes a rail connection to the Trunk Rail spur and extension of rail service to a new paved facility which will allow for truck to rail interface to serve current and future nearby industry. The project has been awarded funding from the federal USDOT Better Utilizing Investments to Leverage Development (BUILD) Grant program. KPFF is providing management and administrative support to meet the federal requirements tied to the grant funding. Additionally, KPFF, and their sub-consultant team, is providing project management, planning, survey, engineering, environmental permitting, and construction management services.
