KPFF has been actively working with the Bonneville Power Administration (BPA) on the 250-acre Ross Complex north of Vancouver, Washington. BPA coordinates the distribution of hydroelectric power to regions throughout the Pacific Northwest. KPFF has been prime consultant and a sub on multiple teams developing new facilities and civil infrastructure improvements. The Ross Complex houses heavy vehicles and equipment, as well as its administrative personnel. Engineering challenges include accommodating heavy truck traffic flow and turnaround, as well as safe and accessible connections and trails for employees and visitors.
KPFF led civil design for the Maintenance Headquarters and Fleet Services Building. Ongoing civil design services include a new Technical Services Building (TSB), Vancouver Control Center (VCC), Hazardous Materials Building (HMB), and Fuel Island, as well as parking expansion and infrastructure improvements.
Fleet Services Building (FSB)
KPFF provided phased civil infrastructure design for 10-acres of the overall 250-acre campus, as well as site upgrades for the new Fleet Services Building. The work also included stormwater management, regrading for heavy truck flow, other road changes and multi-modal pathways, additional parking, Ross Central Circulation Upgrade CIP, Ross-Cold Creek Bridge Approach CIP, and Dittmer Area Parking CIP. The 36,000 SF essential facility is designed to withstand earthquakes and other natural disasters, and the project was designed to LEED Gold standards.
Maintenance Headquarters (MHQ)
KPFF provided civil and structural engineering services for the new Net Zero Maintenance Headquarters. The 7-acre site includes a 15,700 SF office building and a 22,400 SF maintenance building. Civil scope involved site improvements; parking lot; gravel storage area, pole storage area, and access road; and design for onsite stormwater treatment, detention, and conveyance systems. The essential facility was designed to the highest seismic resiliency standards.
